Evidence sufficiency
Is there enough reliable, relevant evidence for this particular finding, and what remains unknown?
Better decisions. Lasting public value.
Major projects carry major responsibilities. MAJVERA proposes a structured way to examine the evidence behind consequential decisions, the protections those decisions need, and whether corrective action works.
A proposed framework created by John Robinson. Independent review and practical evaluation remain part of the work ahead.
Examine the claim.
Make authority clear.
Check the effect.
Apply what is learned.
Your responsibility. Your starting point.
The books support professional practice and advanced study, including experienced public servants with little formal project-management training.

Six connected domains organise 22 controls. Each control describes a protection to examine. A document, meeting or completed task does not by itself demonstrate that the protection works.
C01–C03 · Bring prior learning into present decisions.
C04–C06 · Examine the case and readiness to proceed.
C07–C09 · Test commercial assumptions and resilience.
C10–C16 · Seven controls connecting authority, capability, challenge, decisions and verified correction.
C17–C21 · Respond to change and examine continuing value.
C22 · Keep decisions and exposure visible across the portfolio.
These contexts can recur or operate at the same time in different programme components. They do not create a compulsory sequence or additional approval gates.
Names and control ranges follow the current manuscript. Reconciliation with the historical technical baseline remains open. Any formal application must identify its adopted requirements, version and actual decision authority.
Four separate assessment questions
Sufficient evidence can establish an adverse result. Confidence about future delivery does not establish readiness for the commitment being considered now.
Is there enough reliable, relevant evidence for this particular finding, and what remains unknown?
Does the protection being examined exist and work in the conditions that matter?
Are the necessary conditions established for the defined commitment the authority is being asked to make?
What does the evidence support about the future trajectory, allowing for uncertainty and dependencies?
Begin with existing arrangements
Existing governance and assurance may already provide the protection needed. MAJVERA should be compared with those arrangements before an organisation considers using it.
The proposed contribution is a connected account of the finding, the affected commitment, the authority able to respond and the evidence that the response worked. Whether this improves a particular organisation’s practice remains a question to test.
Read the comparison questionsExamine the actual process and its operation. Reuse suitable records, evidence and existing decision routes where they meet the need.
Applicable obligations, specialist approvals and organisational delegations retain their own force. An assurance finding informs the authorised decision.
Assess changes in understanding, decisions, response timing and verification, alongside the work required and any unintended consequences.
From principle to practice
Illustrative situations—not claims of adoption or case-study results.
Before construction begins, is the evidence for land access, interfaces, funding and supplier capacity strong enough to support the decision?
Permission for a bounded test does not establish readiness for live public use. Are the shared interfaces, support arrangements and receiving organisation ready?
Commissioning evidence supports the test performed. Does the receiving organisation also have the people, funding and arrangements to operate and maintain the asset?

The coordinated review editions are dated 28 October 2026. Manuscripts are shared individually under agreed review arrangements.
Explains the framework, its relationship with existing governance, proportional application and the reasoning behind consequential decisions. Chapter 2 provides the common architectural foundation.
Casebook · Version 0.17The companion separates documented historical findings from retrospective MAJVERA analysis and fictional learning exercises. The cases do not demonstrate that MAJVERA would have prevented the outcomes or guaranteed particular savings.
These provide application guidance and a proposed protocol for examining understanding, additional value and practical effort.
Independent professional and academic review
A review can focus on Chapter 2, a selected case or a specific question within the reviewer’s competence. There is no obligation to review both books.
Practitioners can examine application, authority and operational effort. Academics can examine conceptual coherence, research claims and educational use. Both groups can test whether the architecture is clearly explained.
Beyond the book
These future offerings remain intentions and proposals, guided by review, practical evaluation and demand. They are not currently being sold or presented as completed services.
The two books and draft application and evaluation materials provide the present review basis. Further workbooks and sector resources are possible extensions.
Review editions prepared · Extensions proposedFoundation and Practitioner pathways, workshops and facilitator development are proposed routes. Learning outcomes and assessments would need development and testing; no accreditation is claimed.
Training intended · Supporting routes proposedAn onboarding boot camp and supported trials are proposed options. A controlled trial would need a defined technical basis, actual decision authority and evaluation of usefulness and burden.
Boot camp intended · Wider support proposedExplore templates, assessment instruments, implementation packs and a MAJVERA application skill, alongside an optional SaaS platform.
Platform intended · Companion products proposedA community for practitioners, learners and academics, with an annual retreat combining learning, discussion, networking and practical case work. Learning circles and webinars are proposed.
Community & retreat intended · Formats proposedExplore organisational packages, relationships with universities and professional bodies, and authorised delivery arrangements when justified.
Proposals for evaluationOptional digital service
The planned MAJVERA SaaS service would provide an optional way to access and manage services. The framework is intended to remain usable independently, without a subscription.
Specific features, pricing and delivery arrangements remain subject to discovery.
Organisational and undertaking workspaces; guided onboarding; applicable controls and tailoring; evidence and decision records; action tracking; review workflows; reporting; learning resources; and controlled collaboration.
A companion MAJVERA application skill is also proposed for exploration.
The minimum useful service, target users, pricing options, access controls, data ownership, export and portability, retention, security, privacy, accessibility and support.
Accountable decisions remain with authorised people. Platform use would not establish conformity, legal compliance or guaranteed project outcomes.
Proposed activities include founding adopter feedback, demonstrations, newsletters, orientation packs, office hours, peer learning and sector discussions.
A structured feedback and change process would distinguish community suggestions from approved requirements. Engagement measures could examine participation, onboarding completion, sustained use, adoption barriers and evidenced outcomes.
Free, paid, licensed, subscription and bundled options will be evaluated during business planning. Ownership, licensing, delivery dependencies and the value of each offering must be defined before launch.
No certification or accreditation claim is made. Learning outcomes, practical exercises and assessment must be defined before any such claim is considered.
Suggested development sequence
Planning may begin earlier. The primary development programme starts after the book is complete, with expansion guided by demand.
Complete the publication baseline.
Develop training and onboarding materials.
Learn with a small founding cohort.
Establish recurring learning activities.
Test a focused, useful SaaS service.
Grow training, partnerships and the annual retreat.
These plans support future engagement and application. They do not settle the open technical reconciliation or create new framework requirements.
Development status
The current editions support technical discussion and review. Any proposal for controlled application needs an explicit technical basis, appropriate authority and a suitable evaluation plan.
